An initial €15 million has been allocated to support and enhance the natural textile fibre and leather tanning supply chain, with the objective of strengthening the national textile industry’s autonomy in sourcing natural raw materials. This measure is set out in the interministerial decree signed by the Minister of Enterprises and Made in Italy, Senator Adolfo Urso, in agreement with the Ministers of Economy and Finance and of Environment and Energy Security.
“With this significant measure, we are enhancing the excellence of the supply chain and promoting an innovative and sustainable development model. This represents the first tranche of the €30.5 million allocated to promote sustainability in the sector, as previously announced during the Fashion Industry Roundtable,” stated Minister Urso. “Another commitment fulfilled.”
Specifically, the interministerial decree defines the implementation procedures of the intervention aimed at promoting and supporting investment, research and innovation in production processes within the primary transformation supply chain of natural textile fibres, fibres derived from recycling processes, and leather tanning processes. Particular emphasis is placed on sustainability certification, including aspects such as recycling, product lifespan, reusability, biodegradability, and environmental impact.
The measure is addressed to micro, small and medium-sized enterprises operating in the textile sector (ATECO code 13) and leather tanning sector (ATECO code 15.11). It provides an initial financial allocation of €15 million, of which €10 million will be granted as non-repayable contributions and €5 million as subsidised loans, within the limits established by the De Minimis Regulation.
The measure has been refinanced by the 2025 Budget Law (Law No. 207 of 30 December 2024) with an additional €15.5 million for the period 2025–2027. During the Fashion Industry Roundtable, Minister Urso had anticipated the support measures dedicated to a sector representing the excellence of Made in Italy. In total, €30.5 million has been allocated to promote sustainability in the fashion industry.
The measure supports investment programmes under two main categories:
- “Growth and Innovation” Investments aimed at increasing production capacity, in compliance with environmental sustainability criteria and waste reduction standards, certified by qualified entities.
- “Environmental Sustainability” Acquisition of capital goods, environmental product and process certifications, and the use of textile fibres of natural origin and materials derived from recycling and production waste.
For investment programmes with eligible costs up to €100,000, a non-repayable grant covering 60% of the eligible expenses will be provided.
For investment programmes with eligible costs between €100,000 and €200,000: • 60% grant coverage for the first €100,000; • 80% subsidised loan coverage for the remaining amount.
Eligible expenses include: • Purchase and installation of new machinery, plants and equipment; • Staff training related to the use of new machinery; • Acquisition of patents, licences, sustainability certifications (product or process), and new software licences for supply chain traceability; • Industrial research and experimental development activities.
Invitalia, on behalf of the Ministry of Enterprises and Made in Italy, will be responsible for the assessment and management of applications.
A subsequent Director’s Decree will define the deadlines for submitting applications, the required application formats, and the additional documentation necessary for the evaluation process.
